It still looks nice and you can snipe an endless (because respawns) amount of people
Openworld is hard to get right. You have to be Bethesda or Piranha Bytes to be able to build an openworld shooter, that does not suck (Arma does not count, as it is not a game).
Respawn is the lesser problem (you can loot the soldiers to craft ammunitions and equipment so it's a good thing, and you can always avoid the "hot zones" where the respawn is active).
In the first game they put a grappling hook modifying the implementation of Call of Juarez lazo/whip (feature of the Chrome Engine), the equivalent of our beloved rope arrows.
In this iteration, like in Thief Deadly Shadows, they removed it (yes, I know it was clunky) BUT the climbing mechanic AND the grappling hook can cohexist like Far Cry 4 perfectly shows.....
