Why are we spending public time and money on ticketing stupid people who choose not to wear seatbelts instead of spending that time and money on catching murderers or providing better public schools that educate kids on why they should wear a seatbelt?

I agree with you, but I can think of a reason: tickets provide funds, and the police would already be patrolling the area anyway, so looking for people not wearing seat-belts probably doesn't cost anything extra. The town where I live is notorious for using traffic tickets as a source of funding; I've had friends get ticketed for driving 40mph (65kph) by a school - past midnight.

I don't think it's right to assume all kids are incapable of making sound decisions. It should be decided on a case-by-case basis, or something approaching that. Because, when at around age 10 you understand the significance of the world around you and have a desire to be a productive member of it, first you're denied everything and told to relax and enjoy your dependence while it lasts, and a few years later when you're sufficiently relaxed, you suddenly have all those expectations of you.
