The gas arrow worked exactly the same way in the Thief games.

Maybe the idea was that it deprives oxygen, thus is capable of extinguishing fire.

It don't, it extinguish torches and fires better than the waterarrows, because gas spreads more than water. This is why it is also more efficient at long distances, when accurate aiming with the Waterarrow is much more difficult. With the Gasarrow, it needs only an impact distance of half an meter to extinguish eg. a torch. If there is a guard under or next to the torch, naturally he gets caught too, 2 with one shot, but as said before, than nearby guards can be alerted with the falling and coughing guard. Other drawback of the gasarrow is that it also kills sometimes, eg. guards sitting in a chair or sleeping. Not so good if there is a no killing task. Better use gasarrows with precaucion against persons. Same as with the firearrows, good against bots, havy armed guards, security cams or Zombies, but they make you visible, also not so healthy and only usable from behind.
