Try to Right+Click and Open in New Tab. Or copy the link and paste it into browser.

Perhaps that's because of https://www.ghacks.net/2020/10/08/chrome-is-blocking-downloads-here-is-why/
Which is rather stupid, because this is a static file, and there is absolutely no reason to serve it over https. No additional security is gained this way.

Obviously not a general Chromium problem, just Chrome. With Vivaldi there are no problems either. If it is in Windows, the Defender or another AV already prevents the download, when it is infected by malware, therefore the behavior of Chrome is obviously stupid. Google should take more care of the extensions in its Chrome Store, quite often infected with all kinds of evil-and spyware, only eliminated after an Userreport, which is much more serious.

The first 5 I looked at where already set to https.  Which link is causing the problem?

Once we've fully moved away from the old installer, I should be able to implement a redirect from http:// to https://
