Correct, you need the hammer and the two other items that are placed next to the hammer.

I've been playing the HH series in order from Initiation and just finished #3, HH TLC.  Wow.  The series was great from the start and got better and better, tighter and tighter with TLC being a tour de force, a masterpiece right up there at top level of my gaming experience.  Way to go JackFarmer and the crew that helped flesh it out. 

I've now started The Anomoly.

So I made it to mission 3.

How do I get into

the topmost room in the first building?

I can't mantle from the accessible part of the roof (by the way, looks like the mantling is buggy too, at least up there).

I also have a

Spoiler

storage key, but there's a basement door by the elevator that doesn't open with it, and I can't pick it

There is a fuse in the storage room in the basement. Use this fuse (I think with R) and fit it into the frobable part of the machine that does not work. After that, you can operate the crane.

Yeah, the mantling on top of the building became buggy the last few years and I do not know why. :(

Regarding the

storage key: There are gratings that allow you to enter this area without opening the front door.

 

Is there a special reason why you are playing it in reverse order? Some of the story elements are linked together.

I played the other first by mistake since it showed up after Initiation on the ingame list

This is one of the best most visually attractive missions I have ever played!  I'm working my way carefully through the Citadel library and cannot figure out how to get to the uppermost rotating library shelves.  Is it even possible?

      "Experience the life of a mission builder"
      Esentially there are finnished elements placed somewhere in storage in the game and you have to place them in the correct places, build some walls here and there, add guard routes, give them their correct speech lines, etc. Decorate the places.. all in-game. lots of fun.. 😉
      If you do it right in the end you can play the mission.
      (would be even cooler if a thief-ai could play the mission, making it some kind of tower-defence game)
       
      This first started as an idea for an aquarium builder mission where-in you have to fill an empty aquarium with sand, waterplants, castles water and swimming fish. But above idea is more fun.
