The map is http://www.fidcal.com/DarkMod/downloads/ocean_test.zip

 

The water surface is textures/water_source/water_colored (a colour can be passed to this but here it is clear.) You might experiment with different texture scales to change the wave frequency.

Just below the surface is a patch with textures/water_source/grey_opaque.

 

Probably the above could be combined in one surface texture.
