I have long been suspicious of so called "low level API's" like Vulkan and Mantle. It's cool to have that level of access but the price is vendor lock-in. It's barely one step away from "here's our GPU schematic, write your own driver". Only the biggest of the big studios will have the budget\resources to do this for more than 2 GPU vendors for more than 3 GPU arch generations. There's no vendor lock-in with Vulkan (unlike Apple's proprietary Metal); it's a cross-platform standard maintained by Khronos and supported on most (all?) modern GPUs. It's close to the hardware because that's how modern hardware-accelerated programming works. High-level OpenGL functionality is becoming deprecated or abandoned because it's too inflexible for many use-cases and just becomes a driver maintenance burden.
