Does anyone knows why buider_forger have this heavy metal collar? Are those remains from Doom models? I'm making diving helmet for this model so it's perfect, but what is its purpose?

All builders have metal collars of some type.

IIRC Oddity's original vision had them more "militant" with armor. Then popular demand pushed him to get rid of the armor, but remants of that vision remained, like the collars. Am I remembering that correctly?

Not to my recollection. I still have the original concept sketches, which showed builders in full armour. The collars were Oddity's addition, to emphasis the rigid, restrained nature.
