Would the skyglow amplification caused by falling/fallen snow be a visual factor in TDM missions (or cities from hundreds of years ago)? Or is it only noticeable with today's modern lighting?

i think its from modern lighting.

I'd say modern because cities of old were much darker at night. However that really depends just how bright and industrialized your TDM mission is supposed to be.
